蔡铣（1871-1946）字墉甫，号星垣，晚号惺源，遵义老城西门沟人。幼年丧父，由长兄蔡捡抚养，传授《四书》、《五经》、中医之术。蔡铣亦刻苦，于清光绪十三年(1887年)考取秀才。其后，三次乡试不中，便一边读书，一边行医，以求生活自主。二十七年乡试中举。三十一年(1905年)清廷废科举，办新学，考入北京警察学堂。三十四年，各省兴办警察，蔡铣回黔办警察学校，为贵州培养首批警官。Cai Shuan (1871–1946), styled Yongfu, with the courtesy names Xingyuan and later Xingyuan (as his late sobriquet), hailed from Ximengou in the old town of Zunyi. Orphaned by his father at a young age, he was raised and educated by his eldest brother, Cai Jian, who taught him the Four Books, Five Classics, and traditional Chinese medicine. Cai Shuan was diligent in his studies and passed the county-level imperial examination (xiucai) in the 13th year of Emperor Guangxu's reign (1887). After failing the provincial-level examinations three times, he balanced reading with practicing medicine to support himself. He succeeded in the provincial examination (juren) in the 27th year of Guangxu's reign. In 1905 (the 31st year of Guangxu's reign), when the Qing court abolished the imperial examination system and established modern schools, Cai Shuan enrolled in the Beijing Police Academy. Four years later, as police forces were being established across provinces, he returned to Guizhou to found a police academy, cultivating the province's first generation of police officers.
